Capacity Building on Guidelines for Transit Influence Area Planning

Under the UrbanShift Country Project of the National Institute of Urban Affairs, the e-course on Guidelines for Transit Influence Area Planning was developed in consultation with Urban Mass Transit Company Ltd. The five-module Transit Influence Area Planning training program provides a comprehensive roadmap for planning, designing, financing, and implementing transit-supportive urban growth. Module 1 introduces TOD fundamentals, defining it as compact, mixed-use, walkable development centered on high-quality public transit. It explains core principles such as walkability, density, multimodal integration, inclusive housing, and parking management, while highlighting sustainability, economic growth, and improved quality of life. Module 2 presents the planning framework, outlining a multi-scale approach from regional to station-area levels. It explains Transit Influence Area (TIA) classification, development contexts, station typologies, and the five-stage implementation process: Assess, Enable, Plan, Invest, and Implement. Module 3 focuses on readiness assessment, guiding cities to evaluate policy gaps, institutional capacity, statutory frameworks, and stakeholder roles. It emphasizes forming implementing bodies, preparing GIS-based inventories, and aligning local regulations with national TOD policy. Module 4 translates principles into action through detailed Transit Influence Area Plans. It covers accessibility planning, urban planning, urban design, area management, stakeholder engagement, regulatory reform, and performance measurement tools. Module 5 addresses financing and execution, introducing value capture tools, PPP models, phased implementation strategies, public outreach, and monitoring frameworks to ensure TOD projects are financially viable, accountable, and sustainable.
