Session 3 - Importance of Analytical System: WISE Framework

Session 3 introduces the WISE (Ward-level Index for Service Evaluation) framework, a metric-based assessment tool designed to evaluate urban service delivery at the ward level. Developed through a blend of systems and design thinking, the framework incorporates insights from the 74th Constitutional Amendment, Sustainable Development Goals (SDGs), and various urban indices. It standardizes 38 indicators to assess service quality from both local government and citizen perspectives, promoting intra-city competitiveness and community engagement. The document outlines scoring mechanisms, including Min-Max normalization and citizen perception surveys, to provide a comprehensive evaluation. The WISE framework ultimately aims to support sustainable urban development by encouraging localized action and stakeholder involvement in improving urban services.
